Legislative work
Manage council records, prepare drafts and record session proceedings.
Find legislative work
The Legislative section appears in the main sidebar when it is included in your barangay’s plan. Overview & analytics brings together recent activity, upcoming sessions, counts and progress summaries. Staff use their existing accounts. Council members do not need separate accounts to have their votes recorded.
Set up the council roster
A barangay administrator manages Council roster. A council position describes the member’s office; it does not give that person a staff account.
- Add each member’s full name and council position.
- Choose whether the member is eligible to vote and set their status to active.
- Save the record and review the roster for errors.
- Set former members to inactive. Previously recorded votes keep the member details recorded at that time.
Prepare and file a draft
Use Drafting room for ordinances and resolutions. Saved versions help you review earlier wording or restore a previous version.
- Start a draft and enter its title, reference number and author or sponsor.
- Edit the text and check that your changes have been saved.
- Submit it for review. Record any returned corrections or mark it Ready to File when review is complete.
- Choose File ready draft to register it as a filed measure. Review carefully before confirming.
Track a measure and its committee work
Measures shows filed records and their progress. The available stages include Filed, Committee Review, First Reading, Second Reading, Third Reading, Approved, Enacted, Vetoed and Archived.
- Search for the measure and open its record.
- Refer it to the appropriate committee when needed.
- Add supporting files or links and record committee findings.
- Record stage changes with a clear supporting note.
Maintain committees
Use Committees to review committee details, select chairs and members from the council roster, and view referred measures. Staff can record committee reports. Use names that make each committee’s responsibilities clear.
Prepare sessions and record votes
Use Sessions & calendar to schedule meetings and prepare their agendas. One staff member can record the votes for the whole council.
- Schedule the session and add filed measures to its agenda.
- Set the approval threshold and the stage the measure should reach if approved.
- Set the session to in session when proceedings begin.
- For each voting member, choose Aye, Nay, Abstain or Absent from the dropdown.
- Review all entries and confirm Record tally & outcome. Recorded votes and outcomes cannot be edited afterward.
File official copies in the e-library
The E-library keeps official copies and their filing details. Registration and filing are separate steps.
- Open an approved or enacted measure and provide its official number and complete official copy.
- Register the record. It first appears in Pending approvals.
- Record the higher sanggunian review details as applicable.
- Use the explicit filing action when the office is ready to file the record.
- Search the filed library or open the record to download its official copy.
